U.S. Navy Strategic Planning Process for Marine Species Monitoring

The U.S. Navy Strategic Planning Process for Marine Species Monitoring will serve as the basis for marine species monitoring requirements under new MMPA authorizations that will be issued for Atlantic Fleet Training and Testing (http://aftteis.com/) and Hawaii-Southern California Training and Testing (http://hstteis.com/).  The Navy and NMFS have worked cooperatively to developed the Strategic Planning Process to establish the guidelines and processes necessary to develop, evaluate, and fund individual projects based on objective scientific study questions. The process uses an underlying framework designed around top-level goals established under the ICMP, a conceptual framework incorporating a progression of knowledge, and intermediate scientific objectives developed in consultation with the Scirntific Advisory Group and other regional experts.
