Use this form to submit ideas or concepts for projects to be considered under the U.S Navy's Marine Species Monitoring Program. This is not a solicitation for proposals and there is no obligation to select or fund any submission. Furthermore, should a submission be selected as the basis for initiating or modifying a monitoring project, there is no guarantee that the submitter will receive the work. All submissions will be received and reviewed directly by the monitoring program steering committee composed of government representatives from US Fleet Forces Command, Commander Pacific Fleet, NAVSEA, NAVAIR, SPAWAR Systems Center, and NAVFAC Atlantic/Pacific. Submissions may also be reviewed by representatives from the ONR Marine Mammals & Biology and Living Marine Resources programs in a technical advisory and coordination role. Submissions will not be distributed beyond this specific group but may become the basis of a formal request for proposal through appropriate pathways in accordance with the Federal Acquisition Regulations.
All submissions will be evaluated by the steering committee based on scientific merit of the concept and applicability to the priorities, goals, and objectives of the monitoring program as outlined under the Integrated Comprehensive Monitoring Program and Strategic Planning Process; therefore identity and qualifications of the submitter should not be included. In addition to the form fields and short description below, a brief (5 page maximum) narrative describing the concept, topic area, focus species, and methods can be included as an attachment. Be sure to clearly state which components of the SAG conceptual framework and intermediate scientific objectives the project addresses.
